Mrs. Shantiah Norfleet was admitted into the MedStar Harbor Hospital on September 6, 2002. She was then thirty-two weeks pregnant. She and her baby, Jaylan, both had high blood pressure. A doctor decided to induce labor because of this condition. While Mrs. Norfleet was in labor the following day, it was observed that the baby was low on oxygen.
